Jindal announces appointments to board for Capital Area Ground Water Conservation District

Governor Bobby Jindal announced appointments Feb. 1 to the Board of Commissioners for the Capital Area Groundwater Conservation District.

The Board of Commissioners for the Capital Area Groundwater Conservation District serves to prevent or alleviate damaging subsidence of the land surface water due to withdrawal of groundwater and prevent waste of existing groundwater resources within the district. The district includes West Feliciana, East Feliciana, West Baton Rouge, East Baton Rouge and Pointe Coupee parishes.

According to the statute, the board is comprised of the following 15 gubernatorial appointments, subject to senate confirmation:

One member from each parish within the district selected from nominations submitted by the governing authority of the parish;

Three members selected from nominations submitted by the industrial users in the district;

Three members selected from nominations submitted by the users in the district furnishing the water supply for rural or municipal use;

The assistant secretary of the Office of Public Works within the Department of Transportation and Development or their designee;

One member selected from nominations submitted by the Louisiana Farm Bureau Federation and the Louisiana Cattlemen's Association;

The executive secretary of the Louisiana Stream Control Commission or their designee; and

One member selected from nominations submitted by the Board of Commissioners for the Capital Area Groundwater Conservation District.

Appointments to the Board of Commissioners for the Capital Area Groundwater Conservation District:

• Julius Metz, of St. Francisville, is a utility maintenance worker for the W.F.P. Police Jury Water District #13. Metz will be appointed to serve as a representative West Feliciana Parish, nominated by the Policy Jury of the Parish of West Feliciana, as required by statute.

• Barry Huggins, of Port Allen, is the President and CEO of Reliant Technologies, Inc. Huggins will be appointed to serve as a representative of West Baton Rouge Parish, nominated by the West Baton Rouge Parish Council, as required by statute.

• Dale Aucoin, of Zachary, is employed with ExxonMobil and is assigned to their Energy Project Group. Aucoin will be reappointed to represent industrial users, as required by statute.
